APPLICANT REQUESTS THAT:
Her 30 May 2012 Fitness Assessment (FA) score be declared void and removed from the Air Force Fitness Management System (AFFMS).

APPLICANT CONTENDS THAT:
Her FA failure was the result of the monitor/counters inaccurate counting of her push-ups due to distractions caused by Fitness Assessment Center (FAC) staff during her assessment.

STATEMENT OF FACTS:
The applicant is currently serving in the Regular Air Force in the grade of senior airman (E-4).
On 30 May 2012, the applicant participated in the contested FA and attained a composite score of 88.20; however, as she attained only 15 push-ups which is below the minimum requirement of 18 for this component, she attained an overall unsatisfactory assessment.
On 31 May 2012, the applicants monitor/counter indicated he was unable to properly evaluate and count the number of push-ups she performed due to interruptions from FAC staff during her assessment. Specifically, FAC staff repeatedly indicated the applicant was not lifting high enough or low enough for a proper push-ups. However, he differed in their opinion.
On 4 June 2012, the applicant participated in a FA, attaining a composite score of 91.00; as her push-up component was recorded as 26, which exceeded the minimum requirement of 18 push-ups and therefore attained an overall excellent assessment.
On 28 June 2012, the applicants alternate Unit Fitness Program Manager (UFPM) recommended her 30 May 2012 FA be voided due to the discrepancy in the manner of how her push-ups were counted and her re-test rating of excellent.

AIR FORCE EVALUATION:
AFPC/DPSIM recommends denial of the applicants request to void the contested FA; however, correcting AAFMS to reflect she was Exempt for the push-up component is warranted. Based on statements from the monitor/counter and UFPM, it appears there was a discrepancy in the administration of the push-up component of the applicants 30 May 2012 FA. Also, her push-up score was not consistent with the remainder of her FA history, which lends doubt as to whether she was given a fair assessment. There is no other evidence to support removing the other remaining components. The result of the proposed exemption would be a composite (overall) score of 93.56, an excellent rating.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 19 September 2013 for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice warranting partial-relief. After a thorough review of the evidence of record and the applicants complete submission, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) to correct AFFMS to reflect the applicant was exempt from the push-up component of the 30 May 2012 FA. We note the applicants monitor/counter and alternate UFPM provided supporting statements specifically indicating that the improper counting of the applicants push-ups was attributable to her FA unsatisfactory score. While we note the applicant is requesting the FA score be declared void and removed from her records, we believe the remedy recommended by the Air Force OPR, which will result in a composite (overall) score of 93.56, an Excellent rating, constitutes full and fitting relief in this case. Accordingly, we recommend the applicants record be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to show that she was exempt from the push-up component of her 30 May 2012 Fitness Assessments (FA), resulting in an overall composite score of 93.56, which constitutes an excellent rating.

Additionally, the FAC waited until 45 seconds into the assessment to tell the applicant to fix her body. She has never failed an FA before or since the contested assessment.
